Job Purpose Oversee the overall operations in Cost and Contract team and is responsible for tender(s), contracts and associated costs of product(s) development, from inception to handover of project(s) for Group.
Key Responsibilities Responsible Cost and Contract activities and ensure development projects (internal and external parties) comply with terms and conditions of contracts and within quality standards, timely, and costs efficiency.Manage all tender processes and the selection and appointment of contractors by making reference to the vendor performance capability database through combination of historical performance and marker feedback.Oversee and coordinate technical evaluation of master contractor responses and other nominated sub-contractors to the tender in consultation with inter-departments and with consultants.Ensure a collaborative and joint problem-solving approach between Project Management team to develop the project's master programme by providing inputs on key tendering activities.Manage relationships with local regulatory and statutory authorities.Oversee the preparation of variations orders with appropriate justification and obtain approvals from the appropriate stakeholder, based on approval hierarchy.Collaborate with internal stakeholders, such as design, project management and marketing team of product pricing strategy by providing detailed cost estimates to building plans and recommend various value engineering options to optimise costs.Support land-bank acquisition by providing estimation costs for construction for the feasibility study exercise.Update (any) joint-venture partners on any contractual issues / progression, support on tendering or awarding progress.Coach and mentor various Cost and Contract staffs in execution of various pre-construction activities including providing guidance and direction for preparation of cost analysis, tendering process, timely approval from authorities, selection of vendors and timely award of contracts. Requirements Minimum Bachelor degree, preferably in Quantity Surveying or Building Engineering.Minimum of 8-10 years of work experience in the Procurement management, with demonstrated experience in coordinating and negotiating large tenders (RM10+ million).Familiarity with Malaysian contract law is essential.Must have working experience in property development or construction sector.Have experience in doing high rise building project from start to completion is and addded advantage.Quantity Surveying professional experience is a significant plus.Able to demonstrate good understanding of contract law and financial statements, and uses this information effectively for risk management and negotiation.Strong leadership and inter-personnel skill.Strong presentation, verbal and document writing skill.Strong quantity surveying or contract experience in property development or construction sector.Strong capability in costing review, analysis, optimization and improvement as operational viewpoint.Good understanding local context, capability to conduct & manage the consultant's processing of authority submission package and approvals.
