Oversees the safe, efficient, and cost-effective performance of ships assigned.Ensures ships managed and operated in accordance with organisational policies, operating procedures, and management systems.Analyse risks and ensure that all procedures are adhered to and comply with International Safety Management (ISM) Code and classification rules.Well organised, able to work as a team and may occasionally be required to sail onboard ships.Ensure ship comply with International Maritime Organisation (IMO), Statutory & ISO requirementsEnsure ships always maintain their Class.Ensure timely execution of audits and certifications renewal.Monitor reports to ensure ships meet requirements and possess the relevant documentation.Brief crew on organisational policies, documentations, and procedures.Conduct interviews & appraisals of crew members, Monitor performance of officers & engineers.Endorse crew assigned to ships.Maintain Safety Management System (ISM) updates to ensure quality & safety of operations.Monitor ships' Non-Compliance Reports (NCRs) and ensure closeouts are completed.Analyse/investigate nature and cause of serious incident / accident.Monitor ship operating costs.Monitor weekly/monthly key performance indicators (KPIs) and targets.Manage compliance to risk management frameworks, policies, and processes.Analyse risk management data to identify gaps and propose corrective measures.Oversee implementation of workflow improvement to improve efficiency.Acquire, allocate & optimise resources to support operations.Verify ships maintain adequate supply of critical and spare parts.Update clients on ship status and issue arising.Manage information exchanges between clients and businesses.Maintain relationships with clients.Member of the Quality Assurance and Operational Integrity (QA & OI) Department and ensures that Env compliance objectives are met by the vessels.Conduct internal audits to verify ISM, MARPOL, SOLAS, BMP, RS & other regulations.Investigate complaints & Open Reports, as directed by PCL Sr. Management.Investigate vessel casualties and oil pollution incidents as directed by PCL Sr. Management.Holder of a Class I Master COC (Unlimited).Min 5 years total Sailing Experience as a Marine Deck Officer onboard dry cargo & MPVs.Min 1 year total Sailing Experience as Senior Marine Deck Officer on dry cargo & MPVs.Min 1 year of shore experience in the similar functionStrong knowledge of vessels' marine / rightship requirements and ISM regulations.Excellent communication skills.Good people management skills.Good multitasking and organisational skills.Fluency in English.Good computer skills of MS office suite.Proactive & forward-thinking who can plan and guide vessel's SMT for safe operations.
