Objective The 'Consultant – Outcome Assessment Survey,' which involves evaluating the impacts and outcomes of mass seed production technology for various nutrient-rich small indigenous fish species (SIS). This opportunity is with WorldFish and will be on a short-term contract/deliverable basis. We are looking for a dynamic, innovative, self-motivated, and service-oriented professional or firm to fill this role.
The assignment encompasses the following objectives: Assess the influence and outcomes of hatchery-based production protocol of SIS on the nutrition of relevant stakeholders involved in the project. Analyze the market dynamics and potential future demand for selected SIS species in terms of their sources, forms, accessibility, consumer preferences, and other factors in the selected regions of Odisha and Assam. Assess the potential, adoption and scale of various business propositions aimed at commercializing the hatchery-based production protocols for the selected SIS species including policy implications. Scope of Work WorldFish is implementing a project named "Taking Nutrition-Sensitive Carp-SIS Polyculture Technology to Scale" in Odisha and Assam states of India (******** ). The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). One of its central objectives is to develop easily scalable methodologies for the mass seed production of some important SIS through the standardization of a hatchery-based breeding approach.
Significant progress has already been achieved within the project, with the successful development of technical protocols governing mass seed production, nursery rearing, and the transportation of selected SIS. Notably, the primary focus of the project is to identify and implement viable business models for the multiplication and distribution of SIS seeds.
The current consultancy assignment involves a comprehensive evaluation of the impact and outcomes of the mass seed production technology on the income of project stakeholders covering the SIS hatchery operators, SIS growers and SIS sellers. Rapid assessment of and nutritional well-being attributable to Carp-SIS Polyculture among SIS consumers will also be undertaken. It aims to gain insights into the dynamic market conditions and the potential demand for selected SIS over the short to medium term period.
Findings from this assignment will also assist and inform other studies under the project that will delve into assessing the scalability of various business plans designed to commercialize and expand SIS seed production technology, with a keen eye on its policy implications.
The study will involve activities like review of literature/ documents, consultation meetings with WorldFish team, relevant partners, stakeholders and beneficiaries. It may require quantitative data collection and analysis. This assignment necessitates fieldwork, including travel to select districts in Odisha and Assam, where surveys and interviews will be conducted with project partner hatcheries, farmers, seed distribution networks, private sector, market players, consumers, and government officials.
Deliverables and Timeline The consultant will be responsible for delivering the following outputs:
Requirements Skill, Experience and Knowledge: Consultant(s)/firms/organizations must have resounding knowledge and experience about fisheries and aquaculture development especially project evaluation, impact assessment, fish value chain study and market assessment in Assam, Odisha and other states of India.
The lead Consultant /firms / organizations must have the following skills and demonstratable competencies.
Relevant professional qualification equivalent to Masters in allied subjects/or PhD in Agriculture and allied subjects. At least 10 years of experience in conducting program assessments, market studies and value chain assessments in similar settings with specific experience in market-based assessment approach. Expertise to conduct primary research using quantitative and/or qualitative methods. Excellent analytical skill related to identifying critical factors within freshwater aquaculture and hatchery operations, data interpretation and representation, market assessments and developing solution matrices. Functional knowledge of local languages i.e., Assamese and Odia, and high proficiency in spoken and written English. Budget Interested Consultant /firms / organizations are requested to provide a detailed budget proposal outlining professional fees, travel expenses (if applicable), and any other costs related to the consultancy. The budget should be submitted along with the application.
Evaluation and Selection Applications will be evaluated based on the qualifications and experience of the consultant, the quality and feasibility of the proposed approach and work plan, the relevance of previous work examples and the most competitive proposal.
