We are seeking an experienced HOD HR and Admin who is fluent in Mandarin to join our team.
The ideal candidate will have a strong background in recruitment, expatriate management, and HR policy development.
This role is crucial for driving the human resources strategy in a startup environment, ensuring the company attracts, retains, and develops top talent while fostering a positive and compliant workplace.
Key Responsibilities: Recruitment & Talent Acquisition: Lead the entire recruitment process, from workforce planning and job design to sourcing, interviewing, and selecting top talent.
Develop innovative recruiting strategies to attract highly qualified candidates, ensuring a smooth and efficient hiring process.
Expatriate Management & Foreign Worker Quotas: Manage all aspects of expatriate employment, including applying for and managing foreign worker quotas, securing work permits, and ensuring a smooth relocation process for expatriate staff.
Liaise with government agencies and authorities to ensure compliance with all legal requirements related to foreign workers.
HR Policies & Compliance: Develop and implement HR policies and procedures tailored to the unique needs of a startup, ensuring full compliance with local labor laws and regulations.
Regularly review and update policies to reflect changes in legislation and best practices, conducting audits to identify areas for improvement.
Performance Management & Employee Relations: Provide expert guidance and support to managers and employees on all HR-related matters, including performance management, disciplinary actions, and conflict resolution.
Act as a trusted advisor to management, helping to foster a culture of continuous feedback, growth, and accountability.
Training & Development: Collaborate with management to identify training needs and develop programs that enhance employee skills, knowledge, and performance.
Promote continuous learning and development across the organization, ensuring that employees have access to the resources they need to succeed.
HR Analytics & Reporting: Prepare and present HR-related reports and analytics to provide insights that support strategic decision-making.
Utilize data to identify trends and make informed recommendations to improve HR processes and outcomes.

Qualifications: Bachelor's degree in Human Resources, Business Administration, or a related field.
A minimum of 5 years of HR experience, with a focus on recruitment, expatriate management, and policy development.
Proven track record in a leadership role, preferably within a startup or fast-paced environment.
Strong knowledge of labor laws and regulations, particularly regarding foreign workers.
Excellent communication skills in Mandarin, Malay and English, both written and spoken.
Ability to build strong relationships and work collaboratively across all levels of the organization.
Strong analytical and problem-solving skills, with a data-driven approach to decision-making.
