Job Description Summary Responsible for establishing, implementing, maintaining and improving Health, Safety and Environment (HSE) management system in accordance with the ib vogt's corporate policies, the applicable local regulations, and international standards (e.g.
the Equator Principles IV, the IFC Performance Standard, and the IFC General EHS Guidelines).
You will report to the Head of EPC APAC and be a member of the management team.
The position will have a functional reporting line to the E&S Manager, APAC.
  Strategy and Capacity Building Establish and maintain a robust regional HSE long-term and short-term objectives including policies, procedures, and work plans to contribute the achievement of ib vogt's HSE vision and mission.
Develop and implement HSE management system in accordance with the prevailing regulations, international standards and ib vogt's strategy.
Continually review and update the prevailing applicable HSE regulation and other international standards register including its compliance program.
Ensure HSE compliance program is carried out to minimize the HSE risks and to avoid workplace incidents as well as non-compliances.
Establish and implement HSE training program, including induction program to enhance employees and main EPC contractors on the HSE awareness and competencies.
Establish and implement internal and external communication program including employee's participation and consultation plan to facilitate effective HSE management system implementation.
  Regional Project HSE Management Establish Project Health & Safety Plan and Policy, Project Emergency Response Preparedness Plans, Traffic Management Plan, and Non-Compliance Protocol - and periodically test and review its adequacy and suitability.
Oversee Project Main EPC contractors' HSE performances against agreed standards during construction phase.
Ensure the incident investigation and analysis is carried out in accordance with ib vogt's HSE standards and procedures, and to develop the necessary corrective and preventive actions to prevent recurrence.
Establish and implement HSE inspection program to spot out potential non-conformance and followed by effective corrective and preventive action.
Establish HSE internal audit program to verify the effectiveness, suitability and adequacy of the HSE management system.
Generate regular HSE monitoring reports to track Project KPIs and collaborate with cross-functional teams to incorporate HSE considerations into operational plans and processes.
Bring forth HSE reports in monthly basis and present it to the regional in vogt's Management providing HSE management system performance including compliance status.
  Additional Task: Contribute to regional HSE analysis to identify systemic issues and assess trends, including propose the internal HSE policies/procedures adjustments as needed.
Contribute to regional supervision HSE reviews and periodic reports.
Handle additional assignments as directed by the regional Management or Project.
Qualifications Job requirement Candidate must possess at least a bachelor's degree in environmental/ health/ safety or equivalent.
Required skill(s): Occupational Safety, Health and Environment Management Standard (e.g.
ISO14001, OHSAS18001, and other applicable local standards/requirements), HSE management system audit, HSE regulation and international standards/best practices e.g.
the IFC Performance Standards.
At least eight (8) to 10 years of working experience in the related field is required for this position.
Ideally with experience in Renewable Energies construction projects, in different markets within APAC region.
