Manager, Property Development (Project Management)Full time
Job Objective
Lead the overall property development (project management) activities for the Real Estate & Property Development Division, covering Seremban and Melaka.
Support the Head of REPD in all development phases, from inception to completion, including planning, costing, implementation, defect liability, and maintenance.
Ensure all operations and development activities align with company policies and approved procedures.
Key Responsibilities
Conduct feasibility studies and analyze project economics for proposed developments.
Oversee and coordinate Development Order (DO) submissions and approvals.
Manage and resolve land matters related to development projects.
Supervise design development by professional consultants for Building Plan (BP) submissions and approvals.
Collaborate with the Contract Department during the tender process, from document preparation to issuing Letters of Award (LA) to successful bidders.
Administer, monitor, and evaluate the performance of consultants and contractors for assigned projects.
Supervise construction activities to ensure adherence to schedules, budgets, and quality standards.
Conduct regular site visits to monitor actual project progress.
Coordinate inspections by local authorities for completed infrastructure works to facilitate the timely issuance of Certificates of Completion and Compliance (CCC) and ensure the smooth issuance of Vacant Possession (VP) to buyers.
Verify progress payments and claims from consultants and contractors.
Monitor and control Variation Orders (VO) for all construction contracts.
Manage matters related to Management Corporations (MC) for strata-title properties.
Oversee defect repair works during the defect liability period.
Plan and coordinate tender exercises for post-construction contracts, including maintenance, cleaning, landscaping, grass cutting, and security services.
Assist the Head of REPD in preparing the division's annual Business Plan.

Qualifications & Requirements
Bachelor's Degree in Civil Engineering, Construction Management, Real Estate Management, Urban Planning, or a related field.
Minimum of 8 years of experience in property development, with a strong focus on high-rise projects.
Proficient in financial modeling, budgeting, and forecasting.
Skilled in analyzing market data and financial reports.
