The Supply & Refinery Scheduler has the primary responsibility to develop and execute refinery schedules in line with the optimized supply monthly plan and schedule operation within refinery operating windows. At the same time, the refinery scheduler must maintain focus on BUST* targets and Product Quality Assurance. The Supply & Refinery Scheduler implements in-month refinery and products optimization activities with supply teams to ensure the committed monthly plan is delivered and capture potential margin uplift. The work scope of refinery schedulers may vary according to the assigned area of scheduling responsibilities namely Process Units, Crudes/feedstocks, Products and Logistics.

PRINCIPAL ACCOUNTABILITIES:The Supply & Refinery Scheduler uses inputs from Crude Suppliers and Refinery to develop, optimize and execute an evolving and robust refinery schedule through (delete where not applicable for the respective scheduling position): - a. Scheduling of process unit operations b. Optimizing product blending, meeting products commitment and stocks targets c. Logistics scheduling – pipeline, jetties, rail/ truck gantries. The schedules generated must respect refinery system operating windows.
Responsible to communicate the Supply & Refinery Schedule with Refinery interfaces and customers and implementing it collaboratively. Tracks delivery and makes required adjustments.
Process Units (PU) Scheduling - Performs PU scheduling, provides PU steers, via refinery crude/feeds program. Issues and communicates E&S guidelines to refinery operations which clearly specify targets on PU intake, operating modes, run down qualities, contingencies plans and utilities balances. Explains economic drivers and triggers. Takes actions to mitigate the effects of unplanned disruptions/shutdown. Constructs projections of intake and products/components and balances.
Products Scheduling - Converts the refinery Production Plan into component/product blend schedules that meet blending quality requirements while minimizing quality giveaway, stock outs and demurrage costs. Resolves prospective imbalances in components. Ensures products availability in the necessary quantities and qualities to meet commitments and stock levels. Ensures that the day-to-day orders (blend matrices) and instructions to the oil movements are prepared in conformance with the Production Plan. Uses the ASPEN Orion scheduling processes and tools.
Logistics Scheduling – Schedules the refinery jetties/pipeline transfers/gantries for trucks or rail for products discharge/loadings according to agreed nominations. Ensures right products delivery at the right time at minimal delays & reduce incidental costs e.g. demurrage costs, pipeline interface losses, refinery and supply logistics assets utilizations. Responsible to validate demurrage and oil loss claims.
Works with Basic Data and Economic Model Coordinator on ways to improve how Basic Data is represented in the supply chain models.
Performs the daily task of quantifying and analyzing discrepancies between schedules and actual performance. Analyzes and communicates results to the responsible parties to take necessary corrective actions. Supports finance team on mass balancing as required.
Applies consistently Refinery Planning and Scheduling (RPS) processes and follows Quality Incident reporting procedures.
Coordinates and implements corrective actions to mitigate impact of unplanned disruptions. Contributes to the refinery planned turnaround activities.
Ensuring that all obligations arising from the contract/charter party are carried out, and that any necessary requirements are complied with.
Deal with cargo counterparties, terminals and vessels on a regular basis regarding all post-deal activities ensuring all necessary operational information is passed on in good time and documentary requirements are met.
Make cargo and vessel nominations, prepare and send voyage orders and monitor progress of vessels.
Appoint independent inspectors, expeditors and ships agents.
Ensure that all Operational Information is documented in a timely fashion and ensure that adequate records are kept to meet the company's legal and fiscal obligations.
Ensure that any necessary financial security is in place.
Participate in out of hours coverage arrangements. Depending on the site specifics the E&S team will be responsible for additional activities on the interface between Supply and Manufacturing.
KEY CHALLENGES:This is an operational job that requires the incumbent to be contactable outside office hours to provide support on operational matters. In case of unplanned activities and work pressure can be significant.
JOB KNOWLEDGE, SKILLS & EXPERIENCE:A bachelor's degree with more than 5 years of relevant working experience in refinery technology, oil movements or supply & distribution is preferred.
Significant relevant working experience in refinery technology, oil movements or supply & distribution would also be considered.
Highly developed numerical and technical aptitude.
Ability to make decisions based on incomplete and changing information and work under pressure.
Strong influencing, communication, negotiation and team working skills, including an ability to deal cross-functionally and with senior management.
Ability to work independently, self-confident and able to self-regulate well.
Ability to pick up concepts very quickly, strategize well and proceed to apply theory to action in a LEAN and sustainable manner.
Prior experience in working in a fast-moving commercial environment.
