Degree:Degree in Engineering, preferably Mechanical Engineering.
Experience:Minimum of 2 years' experience in oil and gas or petrochemical industry.
Competency:
Knowledge in Project Management and Mechanical design.
Must possess good communications and interpersonal skills.
Ability to plan workload effectively and to work independently without much guidance.
Have good understanding of relevant engineering codes and standards.
HSE - basic understanding of petrochemical plant HSE requirement.
Key Accountabilities:
Coordinate and participate in the preparation and establishment of conceptual design and detailed engineering design activities by engaging internal resources or external resources such as consultant that include mechanical piping, static and rotating equipment specification, material selection, plant/equipment layout, piping general arrangement, vendor packages and others as to ensure timely completion of project work and compliance with applicable design engineering codes, standards and specifications.
Participate in evaluate options for mechanical equipment/system and recommend the most cost effective solutions to be implemented whilst satisfying the project and operational requirements.
Assist in prepare, review and submit mechanical/piping detailed engineering design package that include IFC (Issue For Comment) package/document to be reviewed, comment and approved by the OPU/clients and AFC (Approved For Construction) package that incorporating all comments by OPU/clients on timely manner and ensure compliance with applicable codes, standards and specification in order to avoid project delay and any possible design error.
Assist in prepare and review mechanical designs for any project according to codes and standards (ASME, ANSI, PTS, etc.)
in order for piping tie in work or other critical project activities to be executed safely while plant is in operation and without shutting down the plant or with minimal work interruption.
Provide support in procurement of materials and contract services by giving inputs during the development of contracting strategy, project scope of work and specification and Invitation To Bid (ITB)/Request For Quotation (RFQ) package preparation in order to ensure all mechanical requirement are incorporated in the ITB/RFQ package thus avoiding rework or variation order.
Participate in the bids evaluation process as per tendering/quotation procedures that include technical and commercial evaluation for mechanical engineering design packages proposed by bidders during tendering/quotation process based on the approved techno-commercial evaluation criteria in order to ensure bidder's evaluation process is carried out fairly and according to tendering policy, and to avoid any discrepancy or integrity issue that can jeopardize the entire project.
Assist in project cost estimate and provide all necessary project information to Project Management Control (PMC) group for further detailed cost estimate calculation, and participate in Constructability Review (CR), Project Risk Assessment (PRA), Project Independent Review (PIR), Project Lesson Learnt (PLL), PHA study such as HAZOP organized by the OPU/Client and other risk assessment study related with the project on timely basis to ensure completion of project milestones within stipulated time frame, quality, HSE and process safety requirement.
Provide support in control all purchases for the approved investment items by checking and certifying all material purchase requests and invoices for payment to ensure all items are within the specified requirement.
Assist in plan, manage and coordinate project construction and installation activities, project pre-commissioning and commissioning activities after installation completion and initial acceptance by the area owner/client by conducting risk assessment such as pre-activity safety review (PASR), preparation of all necessary procedure for pre- commissioning and commissioning activities, working closely with project owner, project team and contractors so as to ensure safe and smooth commissioning activities.
Assist in review and analyze any technical deviation and non-conformance on mechanical specifications as against the approved standards and specifications and provide recommendations for acceptance/rejection by the Approving Authority of the respective OPU/client.
Provide support to update and maintain all related engineering drawings and documents after completion of each project on timely manner and participate or lead Project Lesson Learnt session organized by OPU/client to ensure smooth closing out of projects as per the OPU's Management of Change procedure.
Implement HSE initiatives and system within area of responsibility by providing inputs and suggestions and participating in walkabout and HSE audit program to improve and minimize potential accidents in-line with PCG HSE initiative.
Foster and sustain effective working relationships and rapport with the government authorities, business and management institutions, national and key industry players and service providers to keep abreast with latest development to capture new business opportunities.#J-18808-Ljbffr
