Job RequirementsDegree in Quantity Surveying / Building Technology or equivalent.
Minimum 15-20 years working experience in post contract and pre-contract tender works in the construction industry, with at least 10 years in management.
Working knowledge of ISO 9001:2000 standard, and the preparations, implementing and maintenance of the quality management system is an added advantage.
Excellent leadership and communication skills at all levels.
ResponsibilitiesReview regularly all aspects of Pre-Contract and Tender activities undertaken by IECSB from identification of tender, implementation, and completion of projects including final accounts.
Identify potential projects and recommend tendering strategy for individual tenders.
Implement and continuously improve all policies, activities, procedures, instruction as relevant and required by the quality system.
Attend or delegate attendance of site visits and prepare detailed Site Visit Reports as per procedure for pre-tender meetings.
Prepare or oversee the preparation of cost estimates for tenders and review tender information prior to tender finalization.
Coordinate, drive, and finalize tenders for submission to clients.
Supervise the preparation and compilation of tender submissions based on the decision of the Chairman / Deputy Chairman of Tender Panel and submit tender.
Attend Tender Interview together with the Director of Operations or Project Operations Supervisory Board and assist in tender negotiation with Client's Representative.
Prepare price analysis, tendering strategy, and detailed costing for successfully secured projects before handing over to PCQS Division during "Kick off" meeting.
Extend validity periods of tenders and keep copies of such extensions.
Organize for the collection of refunds of Earnest Money/ Tender Deposits for unsuccessful tenders and submit to Accounts Division.
Evaluate and negotiate all sub-contract rates quoted for the tender.
Manage the Post-Contract and cost control functions, by implementing efficient and effective systems and optimizing the use of available resources.
Have an advisory 'role' in Contract Claims and other contract matters such as Letters of Award and/or Letters of Intent.
Monitor and control the budgets allocated for projects.
