Responsibilities: Solicits bids to procure a variety of requiredgoods and services and negotiates and administerscontracts. Assists with contract terminationprocedures. Performs basic analyses for firmfixed-price or similar contracts. Participatesas a team member on an acquisition management review team or on anequivalent assignment. Conducts basicprocurement procedures and techniques.Performs commonly used contracting methods and contracttypes related to pre-award, post-award and/or price/cost analysisfunctions to perform well-defined and precedent contractactions. Analyzes business practices andmarket conditions to evaluate bid responsiveness, contractorresponsibility and contractor performance.Presents factual information; composes memoranda, minutesand reports; and drafts contract provisions and supportingdocuments. Solicits sources of supply andanalyzes prices, discount rates, delivery dates, transportationcharges, previous performance, commitments and indications offinancial responsibility and recommends the most advantageousoffer. Assigns work in terms of objectives,priorities and deadlines and provides additional assistance withnew or unusual assignments. Plans and carriesout recurring work using established procedures, conferring withthe supervisor or higher-level specialists as necessary ontechnical problems. Requirements: Possess at least aBachelor's Degree in Supply Chain Management, Legal Professional orQuantity Survey. Proven experience as ContractSpecialist or relevant position. Experiencerelated to construction/ID projects, particularly PAM contractexecution activities. Excellent verbal andwritten communication skills. Outstandingorganizational and leadership skills. Goodanalytical/critical thinking. Familiarity withconstruction sourcing & contracting procedure andprocurement process is preferred.
