We are seeking a highly collaborative, forward-thinking, and enthusiastic experienced Registrar to support the Vice-Chancellor in executing the university's strategic planning and management. This pivotal role is essential in supporting the university's mission by ensuring the integrity, accuracy, and security of student academic records. The ideal candidate will be a visionary leader who can adapt to the evolving needs of higher education and drive innovation to elevate the university to new heights.
The successful candidate will oversee academic administration across the institution, managing student and academic services, examinations, information technology, and executive support. Additionally, they must ensure compliance with Malaysian higher education regulations, statutory requirements, and the university's constitution.
REQUIREMENTS
Candidates must possess at least a Master's degree in a relevant field, coupled with over 10 years of progressive experience in higher education administration, preferably within a Registrar's Office.
A positive attitude and the ability to adapt to change.
A strong understanding of trends, issues, and best practices in higher education, student affairs, student leadership development, and student well-being.
Excellent interpersonal skills and the ability to effectively engage with diverse stakeholders, including regulatory agencies.
The ability to work under pressure, with meticulous attention to detail and accuracy.
Discretion in handling sensitive and confidential information.
Proficiency in student information systems and related technologies.
Strong leadership and management skills, with a proven track record of leading diverse teams.
PRINCIPAL RESPONSIBILITIES AND ACCOUNTABILITIES:
Strategic Support: Assist the Vice-Chancellor in strategic and operational planning, delivering professional support services to develop and maintain academic activities.
Regulatory Compliance: Manage regulatory affairs and ensure adherence to government policies, particularly the Private Higher Education Act 1955.
Policy Management: Interpret, implement, and facilitate the development of university constitution, statutes, rules, and regulations.
External Relations: Develop and maintain communication with key external stakeholders in Malaysia, ensuring compliance with legislative requirements for Private Higher Education Institutions.
Strategic Leadership: Contribute to the university's strategic direction by implementing the five-year strategic plan, developing operational plans, and monitoring university performance and risk management.
Professional Services Oversight: Manage comprehensive professional support services, including business development, finance and planning, human resources, legal compliance, IT services, estate management, marketing, student administration and support, and academic governance.
Project Management: Lead and review university projects, ensuring they meet time, cost, and quality standards while aligning with business objectives.
Team Development: Provide leadership to support staff, fostering a customer-focused environment with continuous improvement and high-quality service delivery.
Academic Governance: Develop and ensure compliance with academic governance processes, university policies, and Malaysian legislation.
Student Experience: Collaborate with Deans to create an effective learning environment, optimising student achievement and satisfaction.
Staff Development: Implement performance and development reviews, succession planning, and staff capability building programmes.
Financial Management: Develop long-term financial plans, manage budgets, monitor expenditure, and ensure resource allocation effectiveness.
Accreditation: Ensure all courses are approved by Malaysia Qualification Agency (MQA), Ministry of Higher Education, and relevant professional bodies.
Stakeholder Management: Build and maintain relationships with partner schools, government agencies, and sponsoring bodies.
Governance Support: Serve as Secretary to Board of Governors and University Senate, organise university ceremonies, and represent the Vice-Chancellor in various committees.
Additional Responsibilities: Execute other duties as delegated by the Vice-Chancellor.#J-18808-Ljbffr
