DescriptionSupport the development and execution of Overall Contracting Strategy, which includes new tenders, farm-ins, and joint tenders.
Ensure Contract Management Procedure is in place to govern processes from the point of contract award to close out; including roles and responsibilities, call-off procedures, change order procedures, cost recovery processes, commitment monitoring procedures, contractor performance monitoring and contract close out.
Deliver Wells supply chain management; identify equipment, personnel and service requirements, and communicate same to Contractor; identify long lead items, secure internal approvals to commit and execute necessary documentation to ensure long lead deliveries satisfy schedule.
Deliver contract related submissions to PETRONAS MPM group within appropriate time, format, content, and with full participation of relevant parties.
Execute any farm-in of PSC / Shareholder contracts required for KPOC planned scopes of work, collaborate with PSC / Shareholder organizations to leverage combined work scopes.
Maintain a comprehensive register of all required contracts, agreements, purchase orders; maintain effective tracking systems to ensure timely action is taken to have all contracts, agreements, purchase orders, etc., awarded on or before the required dates.
Conduct kick-off meetings to ensure contractors are operationally prepared, familiar with KPOC processes and procedures.
Execute contract-specific quality plans to ensure delivered equipment conforms to contract; liaise with KPOC and Shell QA/QC to establish third-party inspection programs to monitor manufacturing processes; minimize contractor non-productive time through the development of a monitoring program; ensure service contractors are maintaining equipment and conforming to quality standards; conduct audits as required.
Execute requisitions/call-off documentations for contracted goods and services, including logistical coordination with KPOC Supply Base, to ensure required goods and services are provided in accordance with project schedule.
Monitor commitment values of call-offs against ACV to ensure contracts are sufficiently funded; develop goods and services cost projections for purposes of controlling cash-flow and monitoring well operations expenditures in relation to budget.
Assess change order requests, make appropriate recommendations to management, and support all negotiations leading through agreement of the change order/amendment by both KPOC and vendor.
Execute contractor performance management to ensure contractor conformance to contract; develop and monitor key performance indicators to accurately gauge the contractor's performance, establish periodic review meetings to discuss and influence contractor performance, generate reports as necessary to inform management.
Ensure warranty claims are resolved in accordance with contractual terms.
Share knowledge with staff on execution of Supply Chain strategies and operational excellence.
RequirementAdvanced technical or business degree (Engineering, Supply Chain, or Business Administration).
Minimum 10 years experience negotiating and managing drilling contracts and related services contracts.
6 years experience in major oil/gas tendering and contract administration, particularly with:
a) Offshore drilling rigs jack-up, semisubmersible, platform, tender assisted.
b) Drilling and completions services including logging, casing, cementing, logistics, consumables.
c) Wellheads, drilling hardware, and oil country tubular goods (OCTG).
Proven experience in contract development, post-award management and contract amendment processes.
Knowledgeable in drilling and completion services and contracts.
Experience in managing contracts: able to advance plan, develop and monitor KPIs and influence and drive contractor performance.
Experienced in monitoring of multiple ACV budgets against committed costs, able to navigate and utilize SAP and database management systems.
Broad knowledge of logistics operations (vessels, helicopters, and shore base activities) and materials management activities associated with offshore drilling operations.
Strong English oral and writing skills.
Ability to prepare professional-level reports, presentations, procedures, and external correspondence.
Worked on at least one large, complex capital project; familiar with capital projects management systems.#J-18808-Ljbffr
