Type of hiring:Contract
Key ObjectivesThe Cost and Planning Engineer reports to the Project Services Manager. The role is responsible for developing and maintaining integrated project master schedules, focusing on both cost and schedule, for the Offshore Facilities and Onshore Gas Plant 2 (OGP2) projects. This includes activities spanning from FEED/EPCC tendering to the completion of FEED/EPCC execution, covering:
Basic engineering design
Detailed engineering design
Procurement
Construction and pre-commissioning
Commissioning
Plant performance testing
Handover to operations
The engineer must monitor and highlight any potential cost overruns or delays in the contractor's or company's work performance, propose practical solutions, and adjust plans to align with the latest project status. Additionally, the role includes reviewing and providing cost evaluations, benchmarking, and budgeting for the FEED/EPCC phases. The engineer will also assist the Project Services Manager in monitoring LLI procurement schedules to ensure project targets are achieved.
Principal AccountabilitiesThe Cost and Planning Engineer will be responsible for the progress measurement procedures, Minimum Deliverable Registers (MDRs), and other activities during all project phases, including:
Tendering execution
Basic and detailed engineering
Construction
Pre-commissioning
Commissioning
Start-up
Performance testing for both Offshore Facilities and Onshore Gas Plant 2 (OGP2)
Specific responsibilities include:
Serving as the focal point for reviewing and developing the project master schedule and monitoring key internal and external activities.
Reviewing and monitoring change orders, as well as the balance of contract values.
Collaborating with Project Engineers to prepare tender plans or other deliverables for management/committee approval related to cost and procurement management.
Developing monitoring systems for the procurement of Long Lead Items (LLI) and integrating these into the project master schedule.
Reviewing project deliverables such as weekly and monthly progress reports, progress measurement procedures, Minimum Deliverable Registers, S-curves, cost claims, and submitted invoices.
Working with Project Engineers and discipline engineers to monitor and control project execution, assessing contractor and company team efficiency and addressing deficiencies as required.
Attending daily and weekly progress meetings and preparing corresponding reports.
Additional ResponsibilitiesAssisting in the preparation of pre-commissioning and commissioning schedules to ensure smooth handovers from onshore and offshore contractors/suppliers.
Liaising and interfacing with the Operations team for preparation, installation, and hook-up works, including logistics and safety requirements.
Updating the Project Team and Operations Group on manning levels during construction/installation phases and recommending appropriate mobilisation/demobilisation plans.
Preparing presentation materials to provide project management and the Asset Team with comprehensive project updates.
Reporting progress to the line supervisor, identifying problem areas, and proposing practical solutions or actions.
Acting as a focal point for reviewing and developing EPC cost estimation reports and benchmarking processes, as well as coordinating with third parties for schedule and cost quantitative risk analysis.
Preparing budgets for EPCC phases across all contracts.
Contributing to budget optimisation through proper development of personnel movement plans.
Assisting Project Engineers in CFT preparation and evaluating proposals as required.
Supporting the Project Services Manager in any special assignments during project execution.
QualificationsBachelor's degree in Engineering or a related discipline.
A minimum of 15 years experience in cost and planning, with a proven track record in FEED, detailed engineering, EPC, and project management/execution.
Experience in offshore/onshore engineering and construction within the oil and gas, petrochemical, or refinery sectors.
Knowledge of the oil and gas industry, including both onshore and offshore operations.
Professional certification from accredited bodies (e.g., PMI) is advantageous but not mandatory.
Familiarity with managing projects involving licensors during FEED/EPCC phases is an advantage.
Experience with shore approach pipeline scopes and CFT development/tendering in gas plant, petrochemical, or refinery projects is beneficial.
