Job Purpose
The incumbent is responsible for the end-to-end administration and execution of several key HR activities:
Internal and external recruitment
Engagement of Temporary and Practical Trainee
Data maintenance and reporting; and other HR matters
Duties & Responsibilities
Recruitment Activities
Carry out end-to-end recruitment activities for assigned roles.
Build and maintain relationships with hiring managers and provide guidance on recruitment-related activities.
Execute end-to-end staff movement requests such as assignment, covering, acting, lateral transfer, and secondment.
Manage daily operational issues on recruitment matters.
Track and record manpower budget in a timely manner.
Develop a pool of talents for recommendation to the hiring department.
Develop partnerships with relevant staffing agencies.
Undertake job evaluation of positions in MDEC.
Manage HRMS (Recruitment Module) and propose improvements/enhancements to the overall recruitment process.
Administer the pre-selection process which includes screening of candidates.
Maintain the record and integrity of data in the HR system.
Job Description Exercise
Execute the JD bank exercise.
Develop JD as and when required.
Reporting And Process Improvement
Monthly tracking and monitoring of approved headcount, manpower cost & budgeting.
Maintain the record and integrity of data in the HR system.
Provide recruitment reports on a weekly and/or monthly basis, as required.
Review processes and procedures and provide recommendations for process improvement.
Maintain updated records of the organization structure.
Support the implementation of HRA-related projects, as necessary.
Qualifications
Minimum of 5 years working experience in a similar role from an in-house or RPO environment.
Bachelor's Degree in Human Resources, Business Administration, Management, or equivalent.
