Job Description Responsibilities
Production Engineer and Vendor Management
• Oversee the manufacturing processes, ensuring quality work is done according to our design goals.
• Liaise with key working team from other departments including vendor(s) to improve production, cost and labour required.
• Diagnosing problems in production and provide recommendation based on findings.
• Formulate and conduct training to technicians for Maintenance team.
• Identify, document and report unsafe practices according to SingPost Safety team requirements.
• Draw up production schedule with budget.
• Schedule and host meetings for production matters.
• Analyse and recommend improvements for production matters.
• Obtain material and equipment according to SingPost Procurement requirements
• To shape, co-ordinate and deploy effectively the personnel resources and organizational structure through proper recruitment, induction, training and career development on operational staff.And for other resources and facilities, he/she has to ensure security level, health and safety level be attained at or above industry-practice level in order to protect the interest of the shareholders, staff and customers.
• Vendor management through cost and risk analysis, establish service standards, manage performance metrics.
Excellent Service Quality at Country
• To plan, measure, control, review and take timely corrective actions to ensure that Production Engineering matters are implemented accordingly to industry standards.
• Drive a customer centric culture within the department.
• Ensure the agreed KPIs set forth by the customer and management are met.
Cost/Budget Planning and Control
• To manage and ensure smart spending without compromising the Quality, Safety, Timeliness and Cost.
• Ensure 3rd party contractors are employed with competitive costs in relation to market conditions, by conducting benchmarking exercises periodically.
Innovative Practices to Support Growth
• Practices must comply with IMDA and/or UPU regulatory and policies.
• To continuously enhance market competitiveness encouraging and developing new ideas in procedures, systems and working attitudes in Production Engineering matters.
• To manage the manpower deployment and always ensure smooth operations.
• To drive and promote health and safety programs within the department.
People Management
• Responsible for indirect team performance and development
• Drive a culture of high performance and ownership.
Continuous Improvement, Operations Excellence & Safety
• Continuously evaluates, measures and refines processes to improve service, quality, and efficiency.
• Familiar with concepts like Quality and Total Cost Ownership and incorporates such practices and methodologies.
• Ensures compliance during daily work with all relevant regulatory requirements.
• Maintains strong safety and facility cleanliness programs in compliance with company requirements.
Operations Integration with Postal and Commercial network
• Facilitate and drive industrial engineering design with integrated Postal and Commercial network products (which will include vendor controls)
Requirements
• Degree holder in Business or Logistics Management or relevant disciplines
• Must possess 8 years of managerial experience, 5 of which must be in a supply chain environment; specifically handling transportation or logistics scope of work handling a mix of own fleet with outsource vendors' fleet.
• Prior experience in an e-commerce fulfilment operations would be an advantage
• Champion of end-to-end supply chain operations in B2B and B2C environment
• Hands-on Operations and familiar with LEAN and continuous improvement concepts
• Experience in leading teams, managing and driving performance
• Ability to work in a complex 'Matrix Environment'
• Stake Holder Management experience
