**Principle & Accountabilities**:- Responsible to manage Purchase Request associated with TA (turnaround) up to Conversion to Purchase Order in accordance to CPPM and RtP process.- Responsible to manage contracts related to TA for the overall development and delivery (including tender, negotiation and award and the post-award contract management and continuous improvement against the deals) of procurement strategy to maximize the value of spend on a total life cycle basis under the guidance and lead of the lead buyer.- Ability to interface effectively with CP and End User across a wide variety of backgrounds and levels, both at the plant and with parent company.- Garner support for key procurement goals and objectives via stakeholder and vendor management relationship during procurement activities.- Assist other Senior Buyers to develop market-based category intelligence and category strategies.- Maintain understanding of CP policies and procedures, Approval processes, Requisition to Pay processes, ERP related processes and procedures etc.- Understand and utilize negotiation strategies and tactics based on Total Cost of Ownership (TCO), cost modelling etc.- Understand Materials Management Process, Including Inventory & Warehouse Management.- Understand and execute CP Processes and Systems effectively.- Accountable for maintaining records (hardcopy & softcopy) & filling for the respective portfolio.- Assist the team to train key stakeholders such Contract Owner, Contract Holder and End-users on CP process, procedures and also Supplier conferences and refresher courses.- Focal point for internal and external audit for respective contracts under his/her responsibility.- Responsible to train new joiners and on-boarding as a buddy.- Ensure Governance is upheld in all tender that is carried out. Advice and advocate Processes Governance to End Users.- Responsible to deliver Third Party Spend Saving (TPPS) during procurement activities as per Goal and Performance Appraisal (GPA).- To support Contract Holder in managing post award contract management including contract review, dispute resolution and contract close out.**Requirement**:- University degree holder in Finance / Accounting/ Supply Chain/ Logistics/related fields- 4 - 5 years of relevant procurement experience Oil and Gas (downstream manufacturing operation) as a Buyer managing contractors or other contract related experience.- Knowledge of contract and procurement policy and strategy with understanding related SOP on procurement processes.- Experienced in stakeholder engagement.- Self-starter and able to work independently.- Good verbal and written communications and negotiation skills.**Job Types**: Full-time, ContractContract length: 12 months**Salary**: RM4,500.00 - RM5,000.00 per monthAbility to commute/relocate:- Port Dickson: Reliably commute or planning to relocate before starting work (preferred)**Education**:- Bachelor's (preferred)**Experience**:- Contract & Procurement: 4 years (preferred)- Stakeholder Management: 4 years (preferred)- Buyer: 4 years (preferred)- Oil & Gas: 4 years (preferred)**Language**:- English (preferred)
