JOB PURPOSE
Assist the Head of Trade Finance Unit/ Head of Credit Operations Dept on the overall Trade Finance operations in EXIM Bank in line with EXIM's policies, to promote a challenging, attractive, and conducive working environment by providing staff related service that is efficient, timely and accurate, to support the operational requirement of business objectives.
ACCOUNTABILITIES /KEY RESPONSIBILITIES

1 Checking and Processing of Documentary Collection Bills:
• Check inward and outward bills for collection for consistencies and in accordance with URC522, for Trade and Non-Trade customers.
• Ensure all OBC documents are processed and despatched on specified time.
• Notify customers on the arrival of IBC documents and monitor bills are paid within stipulated time
• Ensure all correspondences with regards to documents are followed up in timely manner and all responses are within stipulated time.
• Tracers/SWIFT messages are sent for non-payment/acceptance
2 Manage Bank Guarantee Activities
• Check request by borrower against documents submitted / facility limits, overdue amount (if any) and preparation of Disbursement Requisition Form
• Ensure request documents are complete prior to submission to Authorised Signatory
• Check BG Issuance format and to ensure that it is accordance with EXIM bank policies and ICC Rules
• Check and ensure that all committed amount is correctly captured in Sub Ledger and Master Ledger. Check BG issuance format against borrower request and ICC Rules prior to release of message
• Check other SWIFT format message against nature of transactions prior to release of message
• Check daily incoming and outgoing SWIFT message under Trade Finance related activities
• Ensure all BGs message approved by authorize party prior to release of message.
3 Control and Monitor All Incoming Proceeds
• Manage all incoming proceeds and payment
• Check proceeds received by Finance Department and Correspondence Bank either in local or foreign currency
• Liaise with Treasury Department on the conversion of rate and contracted foreign exchange rate
• Convert the fund and notify the disbursement team via memo
• Notify the disbursement team on any deduction to be made supported by supporting documents i.e. Debit Note, etc.
4 Documentary Credit Issuance, Inward Bills under LC (IBLC) & Inward Letter of Credit (ILC)
• Issuance of LC applications submitted by Trade and Non-Trade customers. Provide advice, if required.
• Check documents presented under LC (IBLC) against LC and each other for consistencies and discrepancies.
• Liaise with customers on the arrival and status of documents.
• Ensure all correspondences with regards to documents are followed up timely and all responses are within stipulated time.
• Ensure maturity date of IBLC is fully monitored to avoid delay in payment and prepare memo for payment to the bills.
• Ensure all tracers are sent after maturity date.
• Processing/Advising of Inward Letter of Credit
5 Processing Disbursement of Financing Activities
• To ensure disbursement activities are processed according to Standard Operating Procedures of the Department and comply with relevance guideline and policies.
• Recommend financing transactions to authorised signatories.
• Ensure proper filing of disbursement document.
• Ensure all transactions keyed in into the system are verified before end of day.
6 Processing Loan Liquidation
• Monitor and ensure timely refund of access fund
• Monitor and ensure the payment/liquidation of loan are properly captured in the Sub Ledger, Master Ledger, and System.
• Monitor and ensure all necessary form and declaration have been obtained from Customer
7 Financing Monitoring
• Monitor and ensure all financings terms are complied with i.e. financing utilisation against fund such as TERAJU and financing against terms of insurance.
• Monitor and ensure all reminders are issued timely
• Monitor and ensure officer communicates with Borrower on possible delay payment to avoid any overdue and delay payment.
• Monitor and identify account with early warning signals/watch list trigger
• Ensure cash margin, sinking fund, etc. are collected timely and update CCU.
• Monitor and ensure reminder for renewal of collateral assigned to the facility i.e. SJPP, valuation report, insurance, quit rent, FD upon notification by CCU.
• Monitor follow-up on submission/renewal of collateral assigned to the facility
• Coordinate input from PAT and CID with regards to collateral of facility
8 Reporting
• Ensure all reports (drawdown confirmation, payment received confirmation, loan statement) are prepared and forwarded to Borrower within stipulated time frame.
• Ensure accrual report, contingent liabilities, ageing, watch list, overdue, high risk, movement of account, 3rd party settlement report, CCRIS for submission to management, board and BNM are ready and complete within stipulated time frame.
• Ensure all reporting data has been checked, confirmed tally and accurate for all reports
• Prepare ECL report
• Update HOU on overdue/ late shipment/ warning signals/ irregularities on account.
• Notify and update Banking Department on status of account as and when required.
9 Ad hoc activities
• Participate in Business Recovery Contingency Plan.
• Participate in establishing of the Core Banking System
• Attend and participate all ad hoc activities as instructed by Head of Unit / Department on call basis.
• Participate in drawdown briefing to Borrower.
• Prepare and update operations manual, system and policies with regards to Trade Finance Operations, when required.
JOB REQUIREMENTS CERTIFICATIONS: Certificate for Documentary Credit Specialists (added advantage)
3 years of related experience in Trade Finance processing
TECHNICAL COMPETENCIES: 1. Sound knowledge in Uniform Rules for Collection (URC522)
2. Sound knowledge in Uniform Customs and Practice for Documentary Credits (UCP600)
3. Sound knowledge in International Standard Banking Practice (ISBP745)
4. Sound knowledge in Incoterms 2010
5. Sound knowledge in Uniform Rules for Demand Guarantee (URDG758)
6. Proficient in Microsoft Office
