Job Summary This role is to support RBC Asia Pacific Business Continuity Management and Operational Resilience (APAC BCM & OpRes) Head in implementing and running BCM and OpRes programs in APAC region, with a focus in Malaysia and Singapore.
This will include business continuity planning activities such as Business Impact Analysis, Business Continuity Plan Maintenance and Exercises Coordination, Execution and Reporting; as well as operational resilience planning activities such as Service Categorization, Harm Assessment, Dependency Mapping, Scenario Testing and Self-Assessment Reporting.
This role will also act as the Secretary and Recovery Advisor to the Incident Management Teams.
Additional geographical coverage and/or responsibilities may be assigned to this role as per business requirement.
Promote, support and provide business continuity, operational resilience and incident management expertise to all business and functional units within the assigned countries and other locations / businesses in the APAC region and serve as the single point of contact for these locations / businesses.
Support APAC BCM & OpRes program development and facilitate ongoing management and program enhancements including delivery of trainings, simulations and internal and external exercises.
Provide additional support, as needed, in the development and ongoing management of the global business continuity, operational resilience and incident management programs.
Ensure that business continuity and operational resilience programs in the assigned locations meet global BCM and OpRes policies, standards, procedures and regulatory requirements and aligned to the business needs in the APAC region.
Job Description Consult and manage BCM and OpRes activities in Malaysia and Singapore and other locations / businesses as assigned including: In General: Ensure all BCM and OpRes activities and documentations complying with RBC Standards and Policy; coordinate reporting of compliance within the areas of responsibility.
Partner with Regional / Local Executives to ensure the BCM & OpRes programs are aligned to the latest business requirements Develop regular BCM and OpRes reporting for Operating Committees of the assigned countries Develop and maintain an up-to-date knowledge of latest regulatory changes in the APAC region in relation to BCM and OpRes Support the "One RBC" culture by taking personal responsibility to encourage and facilitate cross-team collaboration in daily activities.
Track self-identified, internal audit or regulatory review findings relative to the respective business lines, as they relate to BCM & OpRes assuring established timelines are met Identify potential areas to integrate the BCM and OpRes programs as much as possible to ensure a smooth and pragmatic implementation Travel regularly (~25%) to locations assigned to ensure the BCM and OpRes programs there are properly managed, updated and exercised.
BCM Activities: Conduct BCM program maintenance and review activities: Business Impact Analysis; BCP plan development, documentation and implementation including DR capabilities review and identify areas of emerging risk especially potential single point of failure; Test, validate and perform gap closure on all assigned business functions/units Develop and make sure Incident Management Team members are familiar with Incident Management Procedures Support the local business units with specialized software (BCPWeb, Riskonnect, Everbridge) and any request relating to BCM Provide expert advice in BCM: review and challenge any instances of undue risk-taking by business and functional executives in the identification of risks, the definition of risk tolerances, the selection of continuity tasks and strategies or the testing of continuity plans.
Lead to create, coordinate and maintain a multi-discipline Incident Management Team to provide a resilient response for regional / business emergencies.
Secretary to the Business Line(s) / Local Incident Management Teams, maintaining a working relationship/liaison with other Incident Management Teams including Regional IMT OpRes Activities: Maintain the local OpRes program, including the ongoing review of Service Categorization, Harm Assessment, Dependency Mapping and Scenario Testing activities to demonstrate and report on the ability to operate consistently within agreed impact tolerances.
Partner with the business to identify its critical and significant business services and ensure that these services and associated resource mapping and interdependent processes remain current and impact tolerances are regularly reviewed.
Ensure operational resilience risks are identified and reported and working with wider business stakeholders develop the necessary plans to address these risks Develop and implement the operational resilience roadmap with local business – which ensures that the residual risk is reduced to or maintained at an acceptable level.
Manage delivery of roadmap against agreed milestones and target dates and ensure the roadmap is updated to reflect regulation, audit/assurance reports or self-identified findings.
Develop an annual testing schedule, considering a range of scenarios to test arrangements and recovery capabilities.
Partner with relevant stakeholders to ensure the schedule is delivered.
The incumbent must have an in-depth understanding of business continuity management and operational resilience, and corresponding governance frameworks, strong knowledge of business continuity and operational resilience best practices and protocols, IT disaster recovery planning, operational risk management, and in-depth knowledge and expertise of the Bank's operations, including IT practices.
Specific expertise should include: BCM & OpRes practices and protocols, including in-depth knowledge of international BCM/OpRes standards promoted by BCI, DRII and ISO A strong understanding of operational risk and resilience, business process improvement methods as well as risk related control frameworks and practices (e.g.
COBIT) All aspects of the Bank's organizational structure and critical products and services, including the delivery mechanisms and IT associated with each and the technical and operational infrastructure Solid knowledge of IT and Operations audit methodology Corporate Policies and Standards of RBC and its operating subsidiaries Solid understanding of operational risk management methodology and CSA related requirements The incumbent should also possess the following skills and experience: Minimum Undergraduate degree and/or MBA BCM certification in one or more of the following BCI, DRII, etc.
10 years' experience in an BCM/OpRes role with incident management responsibilities Extensive experience working with senior executive, auditors and regulators Excellent communication skills, especially related to documentation and reporting Highly developed relationship management, influencing and leadership skills Preferred background for this position would include: 15 years' experience in a banking, operations and/or technology organization Audit or IT Risk experience/certification e.g.
CPA, CIA, CISA Exceptional ability to remain calm under extreme stress conditions e.g.
