Job Description As part of the Chief Legal and Administrative Officer Group, Regulatory Compliance provides independent control and oversight of the management of RBC's regulatory compliance risks and controls, as it relates to laws, regulations and regulatory expectations relevant to the activities of RBC and subsidiaries in the jurisdictions in which they operate.
RBC established a presence in Malaysia in 2008 and today supports RBC businesses around the world, providing a growing number of services, including: operational processing supporting Wealth Management, Capital Markets and Investor Services; digital and technology support for Wealth Management and Capital Markets; direct functional support for Finance, Global Risk Management and Compliance; and HR, Facilities, Procurement, Infrastructure and Project Management support.
With the RBC Shared Services Malaysia (SSM) footprint expanding and a number of new onshore Compliance teams proposing to have activities performed from Malaysia over the coming months, the RBC Compliance function has approved the creation of this new Head of Compliance, Malaysia position.
This role, reporting to the Head of Compliance Central Services, APAC will be responsible for: Assessing and evolving the CCS Malaysia support/oversight model (e.g.
via additional recruitment, where required) to ensure new Compliance activities can be effectively supported from both a Compliance Centre of Excellence (Coe) and CCS Malaysia perspective.
Assessing and embedding any new Malaysia Compliance controls and oversight arrangements (e.g.
restricted access; oversight/monitoring) required to satisfy onshore Regulatory and/or RBC Compliance policy requirements/expectations.
Assessing and evolving the Malaysia CoE resource model (recruitment; cross-skilling; restructuring) to enable the effective take-up of new activities.
Working with the APAC Business Transformation Group (BTG) to secure additional floor space/seating (where required) and to agree budgets, transits and the cost reassignment methodology.
Leading on the recruitment and onboarding of employees required to fulfill new Service Level Agreements, including new team leaders where required.
Assessing and evolving Malaysia CoE Compliance controls & oversight arrangements (where necessary) to satisfy any new Compliance-specific onshore requirements/expectations/conditions.
Supporting onshore regulatory or audit requests/questions relating to Compliance owned activities offshored to Malaysia.
Promptly providing supporting data to enable Onshore Compliance Activity owners to fulfil their oversight responsibilities (e.g.
information relating to risk assessment refreshes; the ongoing status of KPIs and KRIs for each activity offshored).
