We are seeking an experienced HOD HR andAdmin who is fluent in Mandarin to join our team. KeyResponsibilities: Recruitment& TalentAcquisition:Leadthe entire recruitment process, from workforce planning and jobdesign to sourcing, interviewing, and selecting toptalent.Develop innovative recruitingstrategies to attract highly qualified candidates, ensuring asmooth and efficient hiringprocess.ExpatriateManagement & Foreign WorkerQuotas:Manageall aspects of expatriate employment, including applying for andmanaging foreign worker quotas, securing work permits, and ensuringa smooth relocation process for expatriatestaff.Liaise with government agencies andauthorities to ensure compliance with all legal requirementsrelated to foreignworkers.HRPolicies &Compliance:Developand implement HR policies and procedures tailored to the uniqueneeds of a startup, ensuring full compliance with local labor lawsand regulations.Regularly review and updatepolicies to reflect changes in legislation and best practices,conducting audits to identify areas forimprovement.PerformanceManagement & EmployeeRelations:Provideexpert guidance and support to managers and employees on allHR-related matters, including performance management, disciplinaryactions, and conflict resolution.Act as atrusted advisor to management, helping to foster a culture ofcontinuous feedback, growth, andaccountability.Training&Development:Collaboratewith management to identify training needs and develop programsthat enhance employee skills, knowledge, andperformance.Promote continuous learning anddevelopment across the organization, ensuring that employees haveaccess to the resources they need tosucceed.HRAnalytics &Reporting:Prepareand present HR-related reports and analytics to provide insightsthat support strategic decision-making.Utilizedata to identify trends and make informed recommendations toimprove HR processes andoutcomes..Qualifications: Bachelor's degree in HumanResources, Business Administration, or a relatedfield.A minimum of 5 years of HR experience,with a focus on recruitment, expatriate management, and policydevelopment.Proven track record in aleadership role, preferably within a startup or fast-pacedenvironment.Strong knowledge of labor laws andregulations, particularly regarding foreignworkers.Excellent communication skills inMandarin, Malay and English, both written andspoken.Ability to build strong relationshipsand work collaboratively across all levels of theorganization.Strong analytical andproblem-solving skills, with a data-driven approach todecision-making.High level of integrity,professionalism, andconfidentiality.
