Purpose:The SK318 Development Project involves developing the Rosmari and Marjoram gas field located at SK318 PSC Block at Sarawak Water.
This includes the design, construction, and commissioning of a multi-billion USD sour gas facility to deliver gas to the existing Malaysia LNG gas complex.
The project has completed the competitive FEED and Detailed Design phase and is currently entering the Fabrication stage for the EPC (RMP) and EPCC (OGP) contractors.
The selected concepts at DG 3 include two (2) subsea wells and 2 dry tree wells tied back to RMP topside.
Gas will be exported to an onshore gas plant (OGP) for sour gas treatment prior to exporting to gas and condensate customers at the Bintulu hub.Position:To support the project's CSU Manager in managing the commissioning team within the SK318 development project to execute the pre-commissioning, commissioning activities, and initial startup/performance testing of newly constructed facilities for the RMP topside with its subsea system, flowline, and Trunkline-8.
The tasks include HSSE leadership, interface management, and handover of all commissioned systems/plants to the Sarawak Operations/Maintenance team as per the agreed Acceptance Criteria.Principal Accountabilities:
Provide leadership and guidance to the commissioning site team and implement safety standards.
Support team lead in developing and re-strategizing the detailed dynamic Commissioning strategy plan and implementation/execution plan in line with the project execution strategy.
Initiate, organize, plan, and manage commissioning activities to ensure safe, effective, and efficient implementation of commissioning works in terms of cost, time, and resources.
Provide commissioning inputs during the design phase of the project.
Ensure that all necessary commissioning budgets are raised and in place.
Finalize the vendor mobilization plan and manage their activities and safety during offshore HUC and start-up phase.
Review design packages, ensure that the existing commissioning manual and acceptance criteria are applicable, and lead the team in developing the Commissioning Test Procedures (CTP).
Identify startup critical systems for fabrication yard and hook up based on priority, ensuring that yard pre-commissioning/commissioning/testing are maximized.
Coordinate on-site day-to-day commissioning activities and outstanding issues with the Construction team, Operations, and the Commissioning team, ensuring safety procedures and standards are followed.
Ensure that project design intentions and specifications are made available, and equipment is tested against design philosophy standard practice.
Ensure that individual equipment delivered conforms to the DEPs and other reference standard requirements and has passed all necessary statutory tests.
Represent the Project team for Equipment Factory Acceptance Test (FAT) at vendor premises.
Review Equipment Operating Manuals and incorporate requirements into Overall Platform/Facilities Operating Manual.
Advise Project leader and Operations on proper sequencing and planning of commissioning activities.
Lead and manage the execution of all commissioning and start-up activities as well as performance testing of systems and equipment packages.
Jointly manage SIMOPS activities with Operations, CAT 3 offshore HUC contractor, and EPCC Construction team.
Support the CSU team lead in leading an integrated team of CSU contractors, operations, and maintenance personnel to provide commissioning, start-up, and on-the-job training up to final handover to Operations.
Ensure that upon project completion, the as-built drawings are updated correctly, and relevant parties have copies of reports/vendors' data/procedures/as-built information.
Participate in HAZID/HAZOP/PDMS studies and workshops.
Support team lead in preparing the Startup on paper (SUOP) and CSU What If Scenario workshops.
Ensure CSU Offshore HUC scope of works are captured in the Work Packing plan.
Attend SIMOPS & Safety interface/coordination meetings with CAT 3 Contractor, Operations/Maintenance, and Offshore Construction to ensure good regular communications are maintained.Dimensions:This position reports to and supports the SK318 Project Commissioning CSU manager.
The scope covers delivering CSU deliverables, HSSE leadership, leading the CSU team during the offshore HUC campaign, offline well clean-up, and readiness for the start-up phase in terms of leading the site Pre-commissioning/Commissioning/startup/72 hours endurance test/3 month reliability test and final handover to the asset team.Interfaces with other project disciplines, Technical Authorities, Sarawak Operations & Maintenance team/OR team/Contractors and Vendors.Range of CAPEX:2-3 Billion USD
Education:
Bachelor's in Engineering (Mechanical, Instrumentation/Control, Electrical & Electronic, Mechatronic, Electronics/Communication, Civil, Structure, Process) with 10+ years in Oil & Gas, including 4+ years in leadership.
OR Diploma in the same fields with 12+ years in Oil & Gas, including 4+ years in leadership.Experience:
Lead Commissioning Engineer (LCE) or equivalent role.
Practitioner of CSU Project Standards and Guides.
Proficiency in GoCompletion or GoTech Hub 2 systems.
Involvement in Pre-Startup Audit (PSUA), Final Acceptance Audits (FAA), and SIMOPS operations.
Cross-discipline knowledge in Piping, Mechanical, PACO/Metering, Electrical Operations, and Safety Critical Elements (SCE).
Experience in sour gas environments and H2S commissioning.
Offshore/onshore execution requirements (Flange Management, Preservation, Leak Test, PTW, Confined space entry).
Flawless Project Delivery (FPD) and Project to Asset Handover (P2A) processes.
Strong leadership, problem resolution, and multi-discipline team management.
Understanding of HSSE & SP Control Framework Manual.
QA knowledge and Ex Equipment qualification.
Development of Commissioning Manuals, Test Procedures, and Inspection Test Records (ITR).Special Challenges:This is offshore work with a tight project schedule working environment.
Managing and working with contractors (CAT 3 contractor, vendors, etc.)
on HSSE performance and their contract delivery requirements to meet Company expectations.
Ensuring a flawless startup of the newly constructed Facilities at RMP offshore topside.Key Interfaces:Internal:
