Role Description:
The Regional Procurement Manager will have the primary responsibility for providing capacity building and oversight of the procurement function. The incumbent will work with the various country office procurement teams.
Position Responsibilities
Procurement Planning
• Develop templates for improved procurement planning and inventory management
• Support country teams to establish and update procurement plans regularly
• Work with country teams, especially country program teams who manage the workflow, to establish key lead times for country procurements to be communicated out to staff for planning purposes.
• Support country teams to minimize lead times and reduce the need for "urgent" requests by improving procurement planning and communication about procurement processes.
Market Surveys and Vendor Management
• Support country teams to conduct thorough and transparent market survey processes to refresh the country office's preferred vendor lists.
• Support the development of vendor databases with extensive vendor information, including but not limited to: vendor address and contact information, vendor principal information, physical location verification, etc.
• Support country teams to closely track vendor performance and develop a list of disallowed vendors
• Conduct vendor and price verification exercises.
Compliance and Oversight
• Engage with the country and HQ compliance teams to improve overall compliance ratings.
• Support improved processes for the management, reporting, and oversight of real or potential conflicts of interest.
Collaboration
• Collaborate with leadership to promote a safe and inclusive work environment.
• Engage with key staff in other departments and at home office promote procurement best practices.

; Requirements:- Qualification and Experiences
-Minimum of 8 - 10 years of relevant experience.
-Bachelor's degree or equivalent in business administration, economics, finance or a related field is required; Master's degree preferred.
-Ability to work independently in a fast-paced and dynamic environment.
-Attention to detail and a proactive, problem-solving approach are required.
-Exceptional interpersonal communication and relationship-building skills.
