RSE Technical Support Engineer - SunwayThe position holder is responsible for the coordination and management of the following:
Ensure that all Operations personnel in PGP Country have a training profile that is setup and tracked to ensure competence in performing their jobs in a safe manner.
This person would be in charge of ensuring all plant operating instructions are standardized and maintained in accordance with ISO and Linde Harmonized standards and directives.
Provide support for LIDAP document development and training material.The position should develop capabilities (defined in Principal Responsibilities) to:
Provide technical support in incident investigation and regional audits.
Lead and support in project design, HAZOPs, execution, and project management, when necessary.
Develop technical specifications and standardized design modules for PGP, aligned with global guidelines.
Ability to lead and carry out independent risk assessments for PGP and CMES Operational activities.
Become the next Oxygen and cylinder Package technical expert in RSE.
Become a permanent support function for plants in future.Principal responsibilities:
To develop, evaluate, manage, track and compile TNA annual plannings for operations.
Manage engineering audits and PGP training following the requirements of the business unit.
Align, develop, publish RSE based procedures in accordance with standards. Country/Site based standards are managed by country/site; however, this responsibility changes on a case-to-case basis.
Act as an interface between global, local, best practices and international standards ensuring a single aligned standard being adopted from RSE to country to shop floor level.The RSE Technical Support Engineer shall maintain a framework that makes it possible to identify the gaps in competency and training needs for Operations team in collaboration with the respective functional manager:
Define the type of competency development. This can be in terms of classroom or practical training, simulator training or training on the job.
Drive the development of training modules including the definition of training method, place, audience, teacher, and training materials adequate for the specific competency.
Support implementation and compliance of Quality, Safety, and values of the company; support in investigation and research related to such incidents.
Liaise with administrators and facilitate setup of training facilities for practical training of operations and maintenance personnel in CSCM & CMES Operations.
Support, monitor and track in-country Standards and Directives on completion progress against target.
Develop, liaise, coordinate, track with SHEQ team (and others) for regional operations document publishing into intranet, such as Safety Bulletins, Standard Designs, etc.
Deliver supporting materials to the SME in developing documents.
Aid in LIDAP Content Quality audit in revising RSE document.
Support in efficiency improvement and cost reduction projects, in analysis and their implementation in field as required from time to time.
Support CSCM & CMES for document preparations and reviews (changes in PFDs, P&ID, technical specifications, process specifications, equipment specifications, protocols, procedures, etc.); liaise with site operations for their closure.
Ensure compliance and achievement of performance standards in all PGP and CMES site operations by promoting Site-safe programs, standards, and directives.
Report issues and gaps via site visits, assessments, audits, etc.
Track, monitor and support operational and safety initiatives.
Support and track implementation of Linde Global Standards and Directives.
Ensure compliance in both country and Linde.
Ensure that all standards developed meet with Linde standards and guidelines; investigate and report on conflicts and unresolved issues.
Carry out plan to ensure all activities meet Linde safety, quality and environmental standards and national legislative requirements.
Provide training, guidance, and personal support where needed in accident and incident investigation, safe systems of work, and other loss control activities.Key interfaces:
Working with Regional Team to ensure that strategic initiatives/BOP programmes etc are prioritised and implemented across the countries.
Working closely with the in-country designated POC to ensure effective implementation and adherence to the Operation Model.

Conflict management experience.
Good grasp of and ability to apply production management, supply chain and distribution concepts and techniques.
Excellent oral and written communication skills.
Understanding of the systems and processes used in The Linde Group.
Change Management capabilities.
Demonstrated engineering capability such as:Basic Knowledge in Engineering Controls.
Basic Knowledge in Engineering Process.
Basic Knowledge for cylinders filling of various gases.Flexibility in using different approaches to influence behaviours from staff at various levels.
Aware of statutory clearances/approval processes.Other skills that are beneficial:
Basic knowledge in contracts management and common laws.
Operating knowledge of MS Office, including MS Forms and MS Project.
Programming Language, such as C++, SQL, JavaScript, Python, etc.
Experienced in AutoCAD >Ver. 2015, i.e., ability to draw independently.Required qualifications/experience:
Engineer, preferably a degree in Mechanical Engineering. However, other fields are also encouraged to apply.
3 - 5 years in a related industrial environment to include experience of safety management and maintenance systems.
