ROLE PURPOSE
Provide technical advice and research on digital currencies/assets and their underlying technology to support the central bank's related exploration projects and policy formulation work.
PRINCIPAL ACCOUNTABILITIES
Conduct comprehensive research on digital currencies, digital assets, and emerging technologies to understand their implications for the central bank's core operations and monetary and financial stability mandates.
Develop architectural solutions for potential digital asset and digital currency platforms to be used in an experimentation or production environment, ensuring scalability, security, and compliance with regulatory standards and best practices.
Serve as the primary technical advisor to the policy team, providing expert insights on the technical aspects of digital currencies/ assets and the underlying technology (e.g.
DLT, smart contracts)..
Collaborate with the policy team to develop policy requirements and frameworks that govern the use of digital currencies and assets, ensuring alignment with the Bank's mandates
Act as a bridge between the technology-related and policymaking departments, ensuring clear alignment of understanding on technical requirements, capabilities, and constraints related to digital currency initiatives.
Lead and manage the technical aspect of digital currency and digital asset research projects, including proof-of-concepts and pilot programs, ensuring they are completed on time, within scope, and aligned with the central bank's strategic objectives.
Engage with external stakeholders – such as other central banks, financial institutions, technology providers, and academia – to stay informed on global trends and best practices, while also sharing the Bank's initiatives in digital currencies and assets.
Assess potential risks associated with digital currencies and digital assets, including cybersecurity threats, operational risks, and market risks, and develop strategies to mitigate these risks.
Develop and deliver training programs for internal staff and stakeholders beyond the central bank to build internal capacity, fostering a culture of continuous learning and innovation.
REQUIREMENTS
Academic qualifications in economics, finance, computer science, software engineering or any other relevant field.
Minimum 3-5 years of experience in solution architecture, with a focus on digital assets, digital currencies or blockchain technologies.
Proficiency in blockchain platforms (e.g.
Ethereum, Hyperledger)
In-depth knowledge of the digital asset industry, including but not limited to cryptocurrencies, stablecoins, blockchain, smart contracts, DeFi, central bank digital currencies, tokenised deposits, and asset tokenisation.
Understanding of central banking and payment systems through previous work experience is a plus.
Ability to effectively communicate complex technical concepts in a clear and accessible manner to non-technical stakeholders.
