Key Responsibilities:- To perform the mechanical related system inspection, pre-commissioning, testing and commissioning activities of all Shell premise plant / facility including vessel, tank, piping, heat exchanger, HVAC and lifting work (onshore & offshore) and ensure all construction & (pre)commissioning ITRs (checksheets) and Commissioning Test Procedures are witnessed and signed off in accordance with project technical requirement and company HSSE standards.To ensure that the site mechanical facility/equipment & person is compiled to company project / asset and local statutory requirement such as API, ASME/ANSI, DOSH and DEPs.To execute pre-define & demarcation system order to priority and prepare / update ITRs (check sheets) overview based on approved guideline for mechanical commissioning activities. Also, ensure the generating / updating of ITRs (check sheets).To develop pre-commissioning, testing and commissioning execution plans, schedules, resources allocation, vendor or specialist mobilization plan, Commissioning Test Procedures (CTP), acceptance criteria and compile final CSU documentation dossier.To review and comment on contractor commissioning deliverable such as workpack, commissioning material and consumable. Prepare and rise the purchasing for the Commissioning Testing equipment and tools.To execute the commissioning execution plan & schedule for both onshore pre-comm/commissioning and offshore CSU of mechanical engineering related.To review and comment on contractor commissioning deliverable such as spading, isolation & de-isolation plan, start-up LOLC valve list, CTP, fabrication execution plan, work-pack, commissioning material and consumable (type of gasket, bolt & nut size & type & valve).To work together with engineering /design team provide inputs to improve operability / maintainability /HAZOP to ensure facilities integrity, and incorporate requirements for Pre-Commissioning, Commissioning and facility start up, especially the provision of commissioning consumables and spares. To coordinate with project / construction team on construction mechanical completion and interface with other discipline commissioning engineers for integrated system testing and commissioning activities and ensure all the temporary equipment are available.To supervise mechanical related punchlist/outstanding works with plan/priority in place and technically sign off and close-out of punch list items.To work with ORA team to ensure that all mechanical pre-commissioning, commissioning and start up activities are performed to their requirements and all performance tests of safety critical elements meet the performance standards requirements.To review and ensure completeness and accuracy of systems handover documentation and implement the project completion management system.To verify the accuracy and completeness of the "As Built" drawing; perform 'red line' mark-up.To support project for the delivery - related FPD initiatives such as tightness & cleanliness and square start-up.To provide training and coach for new commissioning engineers & commissioning technicians.Stand in as acting LCE if required.To be involved in spare parts review, identification of spares parts for the package such as Capital and Commissioning and 2 years Spares.
Working Experience:Having hands-on-the-job working experience Process & Mechanical system commissioning with for wellhead platform, compression project and any onshore oil and gas related facility.Familiar in pressure testing, vessel entry final closed-up, lifting system, isolation plan, prepare testing check sheet/ Commissioning test plan & procedure.Shall be familiar with piping system pre-commissioning works, e.g. flushing/cleaning, hydro testing, P&ID line walk, reinstatement leak test, etc. Shall be able to prepare hydro test and reinstatement leak test procedures/packages and spading/isolation plans and have hands on experience in leading reinstatement leak test works, experience in using Nitrogen/ Helium method is preferred. Shall have hands on pre-commissioning and commissioning experience with static equipment (tanks/pressure vessels, heat exchangers, air/gas coolers, heat recovery systems, material handling equipment, etc.), HVAC systems, material handling equipment and additional experience in rotating equipment (pumps, turbine compressors, turbine / diesel generators, instrument air compressors and dryers, chemical injection etc.) would be an advantage.Able to work on PEFS, UEFS, Isometric and GA drawings.Must have minimum four (4) year experience working related with Mechanical pre-commissioning, commissioning and system handover.Must be familiar with Completion Management System (CMS).
