NES Fircroft are looking for an experienced FPSO Procurement Lead to work for a Major oil and gas operator.This role will be in charge, within the FPSO team and under the responsibility of the FPSO Technical Manager, of the management and follow-up of procurement and subcontracting activities for the whole FPSO.Location:Initially Kuala Lumpur, Malaysia. Main Duties:
The service holder will organize, supervise, control and coordinate the works relative to the procurement, subcontracting and expediting and the follow-up activities with regards to Technical and commercial RTA (if applicable). He/she will be the focal point for all procured/subcontract placement items for the project either by project team or by the FPSO contractor.The service holder will follow up the selection of vendors, the procurement process, expediting of the procured items, the main subcontract negotiation and award performed by the FPSO Contractor/Subcontractors and shall ensure that all deliverables and actions related to them are timely issued and fitted for purpose.
The service holder will actively liaise and collaborate with the Project Control Team, the contract lead and all discipline engineers for all the interfaces and engineering issues in relation with the procurement and subcontracts. He/she will also liaise with the FPSO Interface Engineer and other Project Package for any interface item.
The service holder will be responsible for ensuring that the elements within the scope of service are fit for the intended purpose and are operable, maintainable and reliable - within budget and schedule for completion.
The service provider will be responsible for ensuring that certification and classification requirements are implemented by the FPSO Contractor/Subcontractors.
The service holder will adopt and demonstrate exemplary behavior with regard to HSSE, respect the Project HSE requirements and ensure application of HSE rules. He/she is also accountable for respecting HSSE rules and ensuring their application within his scope of responsibility.
The service holder will manage all procurement and subcontracts for the FPSO with the assistance of the FPSO Engineering Lead, FPSO Hull Lead and FPSO Topsides Lead.
The service holder will take under consideration knowledge of international standard and norms, Company Rules and Project referential & Procedures, etc. related to Contract and Procurement and their application to the GPI / Project.
The service holder will be responsible, on Company's side, for coordinating all the technical and, to liaise with FPSO contract lead on contractual activities related to the procurement of Long Lead Items (LLI's), main subcontracts and other critical items procured.
The service holder shall ensure to apply, maintain, and liaise with FPSO contractor on the Approved Vendor List and to apply the vendor qualification process as per criticality rating put forward by the technical team.This includes the management and coordination of the whole qualification process for those items, with the technical specialists and follow-up and review during the whole tendering process (call for tenders, clarification phase, evaluation and negotiation phase and recommendation) of Contractor.
During the EPCI phase, the service holder will ensure that the Contractor procurement plan is compliant with the Contract requirement.
The service holder will ensure adequate and timely reporting to the FPSO Technical Manager (progress, concerns), and, as a general manner, anticipates problems, potential optimizations, or improvements and proposes solutions with regards to his/her activity.
The Service holder shall liaise actively with the FPSO Technical Manager (and FPSO package Manager, as required) and all relevant technical specialists involved in the procurement and qualification of vendors.
The service holder will also liaise with the FPSO contract lead and seek his guidance for all contractual and procurement matters.
The service holder shall ensure, by the performance of his duties, to the achievement of FPSOs team objectives in terms of Quality, Costs and Schedule.
The service holder shall observe and shall impose strict confidentiality for all procurement and subcontracting activities.
The service holder will timely review the procurement and subcontract related documentation issued by Contractor in order to ensure compliance with Project Specifications and Procedures (when applicable), international norms and standards with the objective to ensure respect of the schedule and to optimize costs without impacting required level of Quality and Safety.
The service holder will participate to project reviews as requested by Company requirements (HAZOP, HAZID, SPOT, ODR, PTR...) and prepare or participate in Safety / Technical Audits.
The service holder will liaise actively with the clients Headquarter, and affiliate when/if required for any support.
The service holder will ensure that contractual scope of work is duly and timely performed by Contractor(s).
Ensures regular liaison with Contractor(s) with regards to disciplines-related matters. Participates to weekly and/or monthly coordination meetings with Contractor as appropriate. Ensures follow-up / review / validation of progress performed by Contractor(s) wrt his/her activities and analyses/reports drifts that could occur and propose remedial solution.
The service holder will interface actively with other stakeholders (Engineering lead, Hull lead, Topside lead) and other package engineers as necessary on all engineering, procurement, constructability, operability and maintainability matters, in order to ensure consistency of the work.Skills and Qualifications:Essential:
- Qualification: Engineer or relevant degree associated with procurement activities.
- Languages: English fluent.
- Professional Experience: At least 15 years in Oil & Gas projects.
- Experience within project: At least 10 years in Engineering, procurement activities, experience in package management.
- Skillful.Other:
- Have strong technical management skills with a multitasking mindset.
- Work with a strong team spirit, manage skillfully and efficiently the relationships within the team and external teams.
