The Manager, Crew Manpower Planning ensures company's crew resources are effectively planned, allocated, and managed aligning with both short-term operational needs and long-term strategic objectives.
Their responsibilities typically involve crew forecast optimisation, leave management, crew related budget, managing training schedules and crew movements while maintain operational efficiency.
Key AccountabilityManaging forecast crew needs based on the company's growth plans and business goals, fleet expansion, new routes, or other changes to the business, the manager must predict the future demand for crew.
This includes analysing factors such as seasonal fluctuations, market growth, and any changes in flight frequency or new aircraft deployments.
Develop strategies to manage leave around peak seasons, provide slots availability ensuring that there are enough crew members available while still providing time off to employees during busy periods.
Coordinate with HR and training departments to develop a comprehensive training calendar that aligns with crew promotion plans and regulatory requirements (e.g., recurrent training, certification) and ensuring crew training does not overlap with peak operational periods or critical flights, balancing the need for crew availability with the necessary training and development.
Plan for the career progression of crew members, ensuring that the pipeline for promotions is managed in line with staffing needs, and avoid disruptions in the crew roster when promotions occur.
Develop a clear plan for crew succession to ensure that there are always qualified personnel ready to step into key roles as the company grows or as current crew members retire or leave.
Develop and manage the manpower budget for crew allowances, training, benefits, overtime, and other crew-related expenses, ensuring it aligns with company financial targets.
Regularly communicate with senior management and other stakeholders about crew availability, scheduling issues, and manpower-related concerns, keeping them informed of any challenges and solutions.
Analyse performance data such as crew utilization rates, leave balances, overtime hours, and training completion rates to identify areas for improvement.
Utilising crew planning and data analysis tools to generate insights and forecast future staffing needs, optimizing crew management strategies.
Prepare regular reports on manpower planning effectiveness, cost control, and crew availability, and present findings to senior management on any variances, and taking corrective actions if necessary.
Qualifications & Working ExperiencePossess a Degree in any discipline with 5 years of working experience, preferably in operations areas, or
Diploma in any discipline with 7 years of working experience, preferably in operations areas, or;
High School Certificate (STPM/SPM) with 10 years working experience, preferable in operations areas.
Personality Traits / Skills & KnowledgeKnowledge in IT, understanding of workflow and processes in manpower planning strategies.
Knowledge on regulatory requirements and flight operations policies and procedures is an added advantage.
Ability to perform data analysis and recommended analytical decision.
Strong attention to detail, able to multitask and process driven.
