BACKGROUND
The Commonwealth War Graves Commission (CWGC) honours the 1.7 million men and women of the Commonwealth forces who died in the First and Second World Wars, ensuring they will never be forgotten. Our work commemorates the war dead, from building and maintaining our cemeteries and memorials at 23,000 locations in more than 150 countries and territories to preserving our extensive records and archives. Our values and aims, laid out in 1917, are as relevant now as they were 100 years ago.
CWGC's Canada, Americas and Pacific Area (CAPA) covers all of North, Central, and South America (31 countries) and another 10 countries in the Pacific Region including Japan, Hong Kong, Malaysia, Philippines, Fiji, Thailand, Singapore, and Myanmar. We are responsible for caring and maintaining 72,000 war graves, over 66,000 commemorations, 17 CWGC-owned cemeteries, and other sites with memorials, stones of remembrance, and crosses of sacrifice.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES OF THE ROLE
General
Provide day-to-day leadership of workers while ensuring that the CWGC standards are achieved as efficiently and cost-effectively as possible.
Perform or ensure that all maintenance and repairs are completed in a timely manner to all assigned machinery, irrigation systems, equipment, site installations, property, and vehicles, in accordance with specified maintenance schedules and instructions.
Work with the Country Manager to submit monthly accounts with progress reports and funding requests.
Support the Regional Manager – Pacific with financial administration tasks initiated in other CAPA countries in the Pacific.
Ensure that staff are working in a safe manner and that they are making safe use of all equipment being used in their assigned tasks.
Report and record accidents, near misses, and take appropriate action to mitigate risk.
Liaise with authorities to obtain permits for work or importing equipment, as required.
Promote staff understanding and compliance of health and safety practices, procedures, and standards.
Identify training needs for all assigned workers and ensure the training is completed.
Build and maintain professional relationships with key stakeholders, governmental agencies, contractors, and service providers.
Procure for all supplies, contracts, and equipment on behalf of your assigned cemeteries and submit proper documentation for manager approval.
Maintain accurate cemetery documentation such as legal and financial records, technical data, drawings, and plans.
Provide details on changes to local legislation, conditions of employment, and pay data.
Support the Country Manager with routine Human Resource functions such as induction training, health and safety training, absence management, and disciplinary action if needed.
Represent the Commission at meetings and events as required. Liaise with diplomatic missions and advise organisers of commemorative events at your assigned cemeteries.
Job Functional Knowledge
Working knowledge of good horticulture and ground keeping practices and related machinery and equipment maintenance practices.
Possess strong communication skills to be able to convey complex information to both own team and external stakeholders.
PERSON SPECIFICATION
Education, Knowledge and Experience
Essential
Post-Secondary degree in a relevant field or an equivalent combination of education and experience as deemed appropriate by the CWGC.
Competent in the Microsoft Suite of products (Word, Excel, Teams) with good general IT skills.
Fluent in written and spoken English and the local language.
At least two years of work experience managing a team.
Proven reliability, honesty, and integrity.
Ability to work with a high degree of autonomy.
Knowledge of general horticultural practices and preservation techniques.
Familiarity with horticulture equipment and machinery maintenance practices.
Skills and Abilities
Excellent leadership skills to lead by example, provide coaching and assistance when required to motivate staff and contractors.
Great communication skills to foster and develop productive relationships with staff, contractors, local officials, outside agencies, and dignitaries at all levels.
Ability to convey and translate technical standards and specifications into concise work specifications and assess bids and submissions against work objectives and scope.
